At 11:34 pm an officer stopped a man on a bicycle at Center Street and Roberts Street for not having the required lights on his bicycle. While speaking to the man he kept reaching into his pockets, despite the officers warning to keep his hands out of his pockets.

When the officer went to pat down the subject, he tried jerking away from the officer, telling him he had a crack pipe in his pocket. The officer retrieved the crack pipe and arrested 45 year old Johnny Littles. He was later released on a notice to appear in court.
