Just after 2:00 am an officer spotted a dark colored vehicle coming out of the back side of vera Francis Hall Park, located at 1400 Martin Luther King Boulevard, The officer stopped the car and determined it was driven by a 24 year old male who was accompanied by a 15 year old girl. When asked what they had been doing in the back of the park, the male responded, "I know what your thinking, but we didn't make it that far." When asked what he meant by the statement, he told the officer they were going to have sex, but didn't. He explained he had merely rubbed the 15 year old girls' breasts and vagina.

He explained that he had met the girl at the Orange Park Mall on January 19, 2010. During their conversation he obtained the girl's phone number and learned that she was 15 years old. Earlier in the evening he sent the girl a text message saying he wanted to see her. The girl gave him directions to her friend's house where she was staying. the male arrived a short time later and picked the 15 year old girl up.

The officer was able to observe an open condom package with an unused condom inside near the center console and a pair of lace panties on the back floorboard.

During further questioning the male said he had rubbed the girl's breasts and vagina through her clothes. When the 15 year old took off her clothes for him, he rubbed her vagina with his hand.

The girl was questioned and told the officers essentially the same story. She said when the man opened the condom and asked her if she wanted to have sex, she told him no. He did not force the issue and they began to leave the park.

During a subsequent search of the vehicle a small amount of cannabis was found which the male claimed belonged to him.

Elijah Albilali, 24, was arrested for Lewd and Lascivious Assault Upon or in the Presence of a Child Under 16 Years Old and Possession of Cannabis. He was later booked into jail.
