Officers responded at 12:15am to the 500 block of Highland Avenue in reference to a subject refusing to pay for cab fair. Upon arrival, contact was made with Melvin Brown, 19, of Orange Park. Brown stated he did not have any money to pay for the cab ride.

A routine check revealed that Brown had an active warrant for petit theft. Brown was placed under arrest for the warrant and Transit Fare Evasion and booked into jail.
