An officer stopped a tan Mercury in the 700 block of North Orange Avenue for a seatbelt violation. A warrants check on the rear passenger, Richard Melton Emsley, 29, showed he had an outstanding arrest warrant out of Brevard County for Petit Theft. Once the warrant was confirmed, Emsley was arrested and booked into jail.
