Just after 8:30 pm an officer stopped a black vehicle at Idlewild Avenue and Vermont Street for an equipment violation. When the officer asked for the driver's license, he was handed a Mexican identification card. A check of DHSMV records showed the driver, 21 year old Tomas Ovando Lazaro had never been issued a drivers license. Lazaro was arrested for NVDL and booked into jail.
